Why is this building taller than the ones closer to the intersection corner?

I'm a newbie to this website so all help is appreciated. I'm wondering why there aren't there more balconies facing on the south & west ends? There's more balconies facing east & facing directly onto the opposing building than their are south & west it seems like. Anyone know why?
